JC man charged with dealing heroin

A Jefferson City man is charged with multiple criminal counts related to heroin distribution.

As of Tuesday afternoon, Phillip Connor, 25, of 608 E. Miller St., was being held in the Cole County Jail on $150,000 bond.

Connor is charged with distribution of heroin on March 6.

A person who he had sold heroin to and had overdosed afterwards told authorities it was Connor who gave it to him in exchange for high-grade marijuana.

Connor was also charged with possession with intent to distribute for being in possession of a bag containing three grams of heroin and another bag containing three grams of marijuana when picked up by police on Monday.

During an interview with officers, Connor admitted the heroin was to be sold for profit and that he gets $70 off of every gram of heroin he sells. He said he had been selling heroin over the past six months in the Jefferson City area.

Connor is also charged with three counts of selling heroin in September, November and December of 2013. Those sales involved Connor selling to a reliable informant of the police department. Those sales were recorded by both digital audio and video recorders.

Court records show Connor had been on parole for a weapons offense involving a death.
