Barnes: State should give details on Boeing offer

A Jefferson City lawmaker is asking the state's Department of Economic Development to make public all documents submitted to Boeing after December's special session.

Rep. Jay Barnes, R-Jefferson City, submitted a letter to the agency's director Monday.

Missouri competed with nearly 15 states in trying to land production of Boeing's 777X plane in the state.

In December, the Legislature held a special session and approved a bill that included $1.7 billion in economic incentives meant to attract the Boeing production to the St. Louis area. The state's proposal was due to Boeing Dec. 10.

Missouri lost its bid last Friday when a Boeing machinists' union in Seattle approved a contract for the plane to be made there.

More documents were submitted to Boeing than what the Missouri Legislature passed.

"I understood the need for secrecy during the pendency of the bidding process," Barnes said in his letter. "Now that the process is over, however, I believe Missouri taxpayers deserve to know the full details of the offer made to Boeing on their behalf."

Barnes said in an interview that taxpayers have a right to know the details because there's billions of dollars involved.

"If transparency means anything, those documents will be made available to taxpayers publicly, and in short order," he said.

He said he has no preconceived outcomes as to how the documents will help he and his colleagues at the Capitol.

"Maybe it will help inform future decisions. I don't know," Barnes said. "I think taxpayers have the right to know details of that offer."

Officials with the Department of Economic Development did not return calls for comment.
