Kander opens 2 initiative petition proposals to public comment

Secretary of State Jason Kander announced this week that his office has approved the form of two initiative petitions, amending Articles VIII and IX of the Missouri Constitution.

Both petitions were submitted by Todd Jones of the St. Louis-based Missouri Roundtable for Life.

There is a five-day public comment period and Missourians can comment at www.sos.mo.gov.

The secretary of state's office has 10 days after the form of a petition is approved to draft the ballot summary language, during which time the office will review all public comments.

The second petition of the two (2014-033) has the shorter text, taking only one page.

It would remove what many know as the "Blaine Amendment" from the present Constitution - the language that currently makes it illegal to use public funds for the direct benefit of parochial or private schools and institutions.

The other proposed amendment (2014-032) would add a new section 23 to Article VIII (Suffrage and Elections), and has nine pages of text proposing campaign contribution limits.

The full text of both proposed amendments is available through links on the secretary of state's website, www.sos.mo.gov.
