Your Opinion: Utility surcharge will not create jobs

Dear Editor:

I am writing because it is important to set the record straight regarding the pending electric utility infrastructure replacement surcharge (ISRS) sponsored by Sen. Kehoe and Rep. Riddle. Several persons have written to this newspaper supporting the measure's purported job-creating effect.

The truth is that the ISRS is job neutral. It would simply allow electric utilities to recover costs sooner for infrastructure projects than the current system; the amount of costs recovered will be the same. Since the amount recovered will not differ either way, there is no job creation effect.
