Construction of a $13,000 roof over an existing amphitheater concrete pad at Greenway Park was approved Monday night by the Holts Summit Board of Aldermen.
City Administrator Brian Crane said the city determined it would be less expensive if the city purchased materials for the roof and hired a contractor to provide the labor at the prevailing wage required for government building projects.
Crane said the city would buy about $10,000 in materials and the low bid for labor was $3,000 from Lexington Development Inc.
The board then approved an ordinance authorizing the city to purchase the materials, and Lexington Development was approved as the low bid for labor.
Crane said the work will be completed by Independence Day events at the amphitheater in July.
"All we have now at the amphitheater is a concrete pad. Entertainers want a covered area to protect sound equipment from potential rain," he said.
Crane asked the board to table a plan to renew health insurance for city employees because the current insurance provider wanted a 27.5 percent increase in premiums. He said the current plan is in effect until August and the city needs more time to seek coverage from other providers.
The board gave unanimous approval to a proposal to permit the setup of a farmers market at Hibernia Station Park next to City Hall.
The board gave first round approval to a proposal to amend the current City Code relating to procurement.
Under the current code the mayor must ask the board for approval of purchases above $1,500. The proposed ordinance just introduced would increase that amount to $10,000. The ordinance also raises amounts the city administrator and department directors could purchase without board approval.
At the same time Crane asked the board to approve hiring a professional firm to recodify the city code.
"The last time this was done was in the 1970s," Crane said.
He said the firm would go through all ordinances and make sure the current code is accurate and state laws passed since the last update are also incorporated into the code.
