8 arrested in wake of robbery

Eight people have been arrested in conjunction with a Wednesday morning robbery in the 1200 block of East Capitol Avenue.

The SWAT (Special Weapons and Tactics Division) team served a search warrant Thursday after the investigation suggested methamphetamine was being used and sold at the residence.

Ten subjects were taken into custody and three of the four initial robbery suspects were arrested, with aid from the Cole County Sheriff's Department. And the fourth robbery suspect was arrested, after driving by the scene.

The state chidren's division placed an infant in protective custody and a teen-aged girl was taken to the Prenger Family Center.

Later, the city code enforcement inspected and condemned the house.

According to police reports, three alleged victims arrived at the location Wednesday at 8 a.m. to collect $20 owed to them, where four suspects robbed them at gunpoint.

Two of the three alleged victims fled while the third was held at gunpoint and the other suspects emptied his pockets.

Arrested on first-degree robbery charges were: Tyler Clements, 18; Andrew Rotter, 23; Damien Rotter, 17; and Kenna Johnson, 18. The Rotters also were charged with armed criminal action.

The Rotters further were arrested on charges of possession of a controlled substance, as were Samantha Brown, 24, and Phillip Dawson, 22.

Brown also was arrested on a charge of unlawful use of a weapon. Julie West, 40, was arrested on a charge of endangering the welfare of a child. Michael Kitson, 27, was arrested on a charge of driving while revoked.

Police also questioned three other subjects who were later released with no charges.
