JC man charged in July rape

A Jefferson City man has been charged with second-degree rape for an incident that occurred in July.

According to a Cole County Sheriff’s Department probable cause statement, Clifton Hopper, 24, is believed to have committed the crime in the 200 block of Little Creek.

The victim was 16 when she claims Hopper forced her to have sex. Hopper told investigators the two did have sex, but that it was consensual and he thought she was older.

News Flash...a 24 year old man that has sex with a 16 year old girl committs rape...regardless of if she said "yes" or not. A 24 year old is an adult...a 16year old is still a child. Now perhaps some may say different but I say to that...no wonder our community is filled with so many 16 year olds that are in trouble. We don't expect them to make the right choices in school or in selecting friends, but we expect them to to be able to conset to having sex with a 24 year old adult. Oh my freakin gooodness...what next!!!!!
