Although Rachel Roberts’ job as a custodial worker does not provide direct care to clients with developmental disabilities, she knew when to step in for assistance.

Driving home from work at the Missouri Department of Mental Health’s Higginsville Habilitation Center, Roberts saw a staff member and a client from the Individualized Supported Living program on the side of the road.
