Former Miller County deputy faces meth charge
Saturday, June 23, 2012
A Miller County sheriff’s deputy was arrested Wednesday night with felony possession of methamphetamine after he was involved in an automobile accident earlier in the day.
Paul Emmett Hill, 29, Rocky Mount, was involved in a traffic accident Wednesday on Hays Road, about a half-mile from Missouri 52 near Eldon, according to the Missouri State Highway Patrol.
The Highway Patrol investigated the accident and discovered a suspicious backpack during the investigation. A search warrant was obtained on Hill’s black and gray backpack.
Inside the backpack, the trooper found a small green bag, containing a methamphetamine pipe and residue from the drug. Also in the bag was a small plastic bag containing a small amount of white power that field-tested positive for methamphetamine. In another compartment of the bag, the officer found another small plastic bag that tested positive for methamphetamine.
The trooper arrested Hill at 11:15 p.m. Wednesday.

"a suspicious backpack"...
Also heard having trash in your car is probable cause to obtain a warrant.
What I'd liked to have seen is the reasoning for the backpack being present as justifying probable cause. Take a jaunt around any school or college, closely observe any cyclist. Following in the vernacular reported in the article, probable cause abounds! Next it'll be purses, having pockets in your clothing, or even wearing clothing at all!
I really can't see where having a backpack constitutes probable cause. Or a McDonald's bag. Whatsmore, the drugs and paraphernalia were concealed within concealed and are not indicated as being in plain sight. The article says that a backpack is probable cause for obtaining a warrant.
