Missourians will vote in November on a proposal to let St. Louisans control their own police department after an appeals court ruling Tuesday upheld the ballot language.
Missouri government has had oversight control of the city's police operations since the Civil War.
After state lawmakers failed to change that law through several years of effort, an initiative petition campaign proposed a statewide vote on the issue.
