JC Council authorizes festival funding

The Jefferson City Council has amended the budget to allow for grant funds and private donations for the upcoming Connect to the Arts Festival 2011.

After rules were suspended Tuesday to allow for the introduction and passage of the ordinance, council members approved use of grants for the event, scheduled to begin Thursday.
