I thought if you were arrested for DWI that would wouldn't be able to bond out until after you had sobered up? What prevents her (or any drunk driver) from jumping right back into a vehicle and driving drunk again.

This happened once in another MO town, where a DWI arrestee bonded out, was behind the wheel within an hour and killed someone. That town changed their policy after they were sued for wrongful death. Seems like the JCPD are taking on an unusually big liability.

It doesn't say what time she bonded out. Might have been 10:00 last night.

Promote her to Captain like the other DWI officers! Other departments would fire DWI officers, but JCPD promotes them.

Shouldn't they have called the mayor, city attorney and the police chief?

Drunk at 11:30 AM? Or was this a typo and they meant PM?

Nothing wrong with being drunk at 11:30 AM. Many people work night shifts and want to enjoy a drink or more after work. Being drunk and driving that is a problem.
