City using sewer rates as annexation incentive

As the city looks to possibly raise sewer rates for non-city residents, officials are using an offer to give lower rates as an incentive for future annexation.

The Jefferson City Finance Committee has recommended increasing rates for those outside city limits to four times the fixed rate of city users. Those users already pay three times the fixed rate.

But the proposed change includes a new provision to offer lower rates to those same users, as long as they promise to support a future bid for annexation into the city.
