Ruth Elledge of Jefferson City has been awarded a $10,000 Pepsi Refresh Project grant, and plans to use the funds to provide safe, insulated housing for outdoor animals in a program she calls "Huts for Mutts."
With a team of volunteers, Elledge plans to get the word out to those pet owners who need the most assistance in keeping their animals safe in various weather conditions.
Most of her funding will go toward purchasing and building the shelters.
