Committee recommends charter provisions

The Council Committee on Administration is recommending new charter provisions in an effort to keep city practices consistent.

At the committee meeting Wednesday, members discussed recommended provisions to the city charter, which Drew Hilpert, assistant city counselor, said would clarify certain policies and bring others in line with what the city practices.

One provision would change the city charter to state a primary election would be held only if three or more candidates had filed for the same office. Hilpert said that’s a practice the city has followed for several years, apparently unaware that the city charter dictated a primary should be held if two or more candidates file for the same office.

Hilpert said no city staff were aware of the difference until the county clerk notified them recently.

Nathan Nickolaus, interim city administrator and city attorney, said he believed the language in the city charter may have been a mistake.
