Former union leader indicted for bank fraud

FULTON, Mo. - A former president of the American Federation of State, County and Municipal Employees Local 1324 in Fulton recently was indicted in federal court on 14 counts of bank fraud.

Michael Allen Palmer, 51, is charged with writing checks out of the AFSCME Local 1324's Callaway Bank checking account for personal use multiple times between 2007 and 2009 during his term as president.

According to the indictment, "Michael Allen Palmer, defendant, knowingly executed and attempted to execute a scheme and artifice to defraud and to obtain money, funds, credits and other property owned by and under the custody and control of Callaway Bank by means of material false and fraudulent pretenses, representations and promises."

The document alleges Palmer used the funds for his own personal benefit and the benefit of others, making a total of 36 unauthorized ....
