Man pickets to get his mental health records

A Jefferson City man has been on a public crusade for more than four months against a local mental health provider because it won’t give him copies of his patient records.

Since April, Cal Winter generally has spent six-hour days, five days a week, plus some time on the weekends, picketing New Horizons Community Support Services. He uses a 6 1⁄2-foot-tall sign to catch the attention of passing motorists.

I often wonder about medical records. Who do they really belong to? The person who does the evaluation and writes them or the person who is evaluated? Maybe it should be the opposite of the way it is.....meaning the person evaluated owns the records and carries them in their possession. Medical professionals make their evaluation and get a copy of the notes they write, and, per their request, copies of the client's records available to them at the time they are making their evaluation.

The guy probably has a guardian and his guardian does not feel it is in his best interest to have his health records.
