KC says voters can't block earnings tax

By a more than two-to-one margin last November, Missouri voters said no city in the state could propose an earnings tax.

And the voters said that the two cities that already had the tax - St. Louis and Kansas City - can continue charging an extra 1 percent tax on the incomes of people who live in those cities or who work in them, only if voters re-approve the tax every five years.

But a lawsuit filed Monday in Cole County Circuit Court argues Missouri voters had no legal say over the Kansas City tax, because the statewide Proposition A did not amend Kansas City's charter.
