Illinois Gov. signs historic civil unions law

Gov. Pat Quinn, saying it was a "day of history," signed legislation Monday legalizing civil unions for gay and lesbian couples, making Illinois one of about a dozen states that extend significant legal protections to same-sex couples.
About 1,000 people crowded into the Chicago Cultural Center to watch Quinn, a Democrat, sign the measure that supporters call a matter of basic fairness and opponents decry as a threat to the sanctity of traditional marriage.
"We believe in civil rights and we believe in civil unions," Quinn said before signing the bill to a roar of cheers and applause.
The law, which takes effect June 1, gives gay and lesbian couples official recognition from the state and many of the rights that accompany traditional marriage, including the power to decide medical treatment for an ailing partner and the right to inherit a partner's property.
Five states already allow civil unions or their equivalent, according to the Human Rights Campaign. Five other states and Washington, D.C., let gay couples marry outright, as do some countries, including Canada, South Africa and the Netherlands.
Illinois law will continue to limit marriage to one man and one woman, and civil unions still are not recognized by the federal government.
Chicago residents Amanda Barlow, 43, and Mimi Reynolds, 47, said they will hold a civil union ceremony this summer. The couple, who have 4- and 5-year-old boys and have been together 14 years, had considered traveling to other states that allowed same-sex civil unions or marriage, "but I kept telling her 'No, it's going to happen here in Illinois,'" Barlow said.
"For us to witness and see it happen and to realize that we're both living our dreams . . . it just solidifies who we are as a family," Barlow said after the bill-signing. "So I'm speechless because I feel like I'm living in a dream come true."
They also appreciate the law's protections: When Barlow was diagnosed two years ago with breast cancer, Reynolds had to produce documents from a lawyer to prove to hospital officials that she had the right to visit Barlow and help make decisions.
Now, "all those who . . . might have to go through this someday won't have to go through a lawyer just to have basic rights," Reynolds said.
Opponents, including some religious and conservative groups, said the law is a step toward legalized same-sex marriage.
"Marriage was not created by man or governments," David E. Smith, executive director of the Illinois Family Institute, said Monday. "It is an institution created by God. Governments merely recognize its nature and importance."
Some hope civil unions are a step toward full marriage for gay and lesbian couples, although sponsors of the civil union bill have said they don't plan to push for legalizing same-sex marriages, which have limited support in the Legislature.
Cardinal Francis George and other Catholic leaders also vigorously fought passage of the law. The measure doesn't require churches to recognize civil unions or perform any kind of ceremony, but critics fear it will lead to other requirements, such as including same-sex couples in adoption programs run by religious groups or granting benefits to employees' partners.
The legislation, sent to Quinn in December, passed 61-52 in the Illinois House and 32-24 in the Senate.
"Illinois is taking an historic step forward in embracing fairness and extending basic dignity to all couples in our state," John Knight, director of the Lesbian, Gay, Bisexual, Transgender Project of the ACLU of Illinois, said in a written statement issued hours before the bill-signing.

I was just wondering if there was already a mini Westboro forming right here on this comment thread. I like to believe that God created me just as I am and would love me no matter what. My God would tell you that he with no sin should be the first to cast stones. My God is a God of love and acceptance, not hate and bigotry.
I'd love to know, all religious reasons aside, how this affects you all though.
People are becoming more and more accepting, it'll just take some time. As for those of you who don't care to get to know me, even hate me or look down on me, or any other person in the LGBT community just because of their sexuality, your loss. Most of us are good, honest, kind, loyal, intelligent, and giving..even if we do happen to love someone of the same sex.

I completely agree Izzy. I do not and will not believe in a God who hates anyone, be they gay or straight, black or white, Christian, Muslim or Jew, and I don't believe He wants us to hate or judge each other either. If there is any behaviour I think displeases God, it is people twisting His words and using His name to harm others.

The plain and simple matter is I don't know what God wants from us. Neither do you. And none of us will know until the end. Maybe you'll be right, maybe I'll be right, and maybe the athiests will all be having a big laugh. (Or not, since there won't be any place for them to be laughing, but you get my point.) These sort of discussions never settle anything. I believe God loves everyone and he wants us to do the same and I don't believe love, real unselfish love, is ever a sin. You say in your own words that yours is a forgiving God, and that God varies by country and individual, but you previously said that God's standards don't change based on what a man believes is right. Which is it? You believe that homosexuality is a sin. Is it less a sin now than in the time of Leviticus? Why or why not? Did God's values change, or did man's?

Oh, and as far as answering your questions, I assumed (correctly) that you were just baiting with them.
Children can't enter in to legal contracts or sexual relations, that's statutory rape or child molesting. Animals aren't people, you can't marry them. Drug use isn't "ok", but at some point you need to treat the disease instead of the symptons.
Smoking is rude, and does have some health risks to your kids, and to people exposed to it, but personally I believe that it's a business owner's right to allow it. If people want to be exposed, they're welcome to enter the establishment, otherwise they can go elsewhere.

The way the 14th Amendment is being applied (right or wrong, who knows) is that you can't allow one group the ability to do something, but deny it from another. NOT that any group can do anything that they want.
You're saying that the argument will be that because animals can have sex with other animals, people should be able to too? Because surely you don't mean that if gay marriage is allowed, then that's the downfall to all laws, regulations, etc. You really think that someone's going to sue because their 14th Amendment "rights" are being discriminated against because they can't drive 120 mph on public highways?

There is no such thing as a consentual marriage with a 12 year old. Law or not, you know it, I know it, Graceful knows it, every single person on this board knows it. I know it because I have had a 12 year old daughter, and at one point I was a 12 year old boy. Now, if you want to argue where the line "should" be drawn, I'm sure we all have our own opinions that range somewhere between 14 and 20. No law is going to 100% cover the absolutes of those situations.

Well livefree, this is where common sense kicks back in and it's common sense you don't hurt a child, and yes a 12 year old is a child. As for that other stuff, S&M, bondage, etc, I see absolutely zero problem with what consenting adults do behind their closed doors. Why do you feel marriage has anything to do with sexual behavior? Marriage is about a committment between two people, it has nothing to do with procreation or sex honestly. that's just a "bonus" We can procreate or not procreate with or without marriage, which is almost more common than within a marriage. Marriage is a symbolic and legal committment between two people to spend their lives together and love each other. Nothing more. We deny civil rights by telling people who they can and can't marry. so the only problem you have with gay couples is the way they enjoy sex? I know lots of heterosexual couples who participate in that same activity. Is that wrong too? Wow...

That's easy. I don't need a cultlike assembly with leaders, rituals, and chants to tell me right from wrong. It's called ethics. Killing is wrong. Loving is right. Stealing is wrong, giving is right. The golden rule applies nicely in determining right from wrong. Don't hurt, don't kill, don't steal, don't lie, these are common sense ethical principles because it's common sense that they are wrong if they hurt people. Simple. I don't need a promise of heaven or a threat of hell to make me want to be a good person. I will live my life on this earth to do good things, and I begrudge no one their right to believe in some diety if that's what makes them happy, I just don't see why this has to be what we base our rules for EVERYONE on.

I won't argue about that; the Bible certainly can be a guide for lost people. However, if someone behaves a certain way only because of the threat of hell, but they WANT to do "bad" things, aren't they still a bad person at their core? You've said it yourself, a gay person can choose to not participate in the "gay lifestyle", but that doesn't change the fact that they're gay. Do actions speak louder than intentions?

Sorry all you misunderstanding sheep. This all about the legality of spouse's rights. Which are insurance, death benefits, and all the other benefits that male-female marriages have. The one highway patrolman was killed in the line of duty near St. Louis a while back. he had a partner that had been his"significant other" for many, many years. He could not collect his death benefit or any other benefit that regular heterosexuals receive. It may also come down to when they seperate. How the items are spit up. Many of both sex or hetero's, choose to get married for the eyes of the Lord. It is all about the money one way or another. Just getting married legally isn't helping the sin. Bible does say love evryone,,but loving does not mean sexual contact. Unnatural acts are just that,,UNNATURAL. One question? If they let them get married but collect none of the other benefits,,would they still be pushing so hard?

Yes because two partners who own houses, cars, bank accounts, investments and quite often have adopted children they are finanacially responsible fore, two people in love who have built a life together just like a marriage withtout the legal protections...should suffer financial ruin when the other dies... I can't believe anyone cares what genitalia two people have has anything to do with love and marriage.
