DeVille 1 Properties owes Craig and Laura Kolb damages for the bed bugs they found in their apartment, the state appeals court in Kansas City ruled Tuesday.

The 10-page opinion upheld Cole County Circuit Judge Paul C. Wilson’s ruling from March 4 this year.
