Cole County Prosecutor Mark Richardson on Wednesday charged David Russell Hosier with first-degree murder for Monday morning's killings of Angela Gilpin, 45, and her husband, Rodney Gilpin, 61.

State law allows either the death penalty, or life in prison without parole, as the punishment for a first-degree murder conviction.

The charging documents don't indicate if Richardson has decided to seek the death penalty, and he wasn't available to comment Wednesday morning.

Both victims were shot about 3:25 a.m. Monday, and were found lying in the doorway to Angela's apartment at 1100 W. High St.

A neighbor called police after finding the bodies.

Hosier, 54, remains in an Oklahoma jail, where he was taken after that state's Highway Patrol arrested him following a brief high-speed chase, which began when a trooper tried to stop Hosier's 2000 Pontiac because Jefferson City Police had issued a nationwide alert for it.

A police probable cause statement filed with the charges Wednesday said, when Jefferson City detectives went to interview Hosier in Oklahoma, "he invoked his right to an attorney and refused to make a statement."

Richardson filed separate cases against Hosier for the two killings.

" What does sam_311 stand for ? The summer of Sam or 311 the Ides of march for Julius Ceaser ? He or she may not like murder but there is alot of implied killing in his or her moniker. I say after the trial take him out back and put one through his brain. "

" If there a had been ONE warrent check on this guy, during the calls to the apartment complex or when she tried to get a restraining order - they would have arrested him BEFORE the Gilpins were murdered.
They run a check on you if your stopped in traffic. Why not run one when ever someone is activing violently (stalking, harassing, threatening)? "

hmmm So that means they haven't done anything, and at the time the are innocent. And, yet you would "get rid" of them. Wouldn't you be doing the exact thing that you are condeming him about? "

" I am for the death penalty too. We should put them to death within a day of being found guilty. It would save the taxpayers a ton of money. "

" "well, I personally, don't mind the death penalty! Especially when it's obvious someone is guilty! If the idiot Hosier, has done something stupid, like in 93 in Indiana, he'd do something similar again if given the chance. When it's obvious he's worthless throw him out like the trash that he is. RIP Mr. and Mrs. Gilpin" "

" jrfan--It's nice to hear the other side of this. After working in the DOC for several years,I've seen the offender side where MSR's get filled out and it takes a long time to get treatment. I worked in a housing unit and it was awful. However, it may be different for each institution. Thanks for the inside track. I think offenders should have to pay for medical treatment out of their state tip. If they have other deductions taken out like child support and they don't have enough left to pay for medical services, so what. They'll be in the same boat like a lot of hard, working people on the street. "

" Well misshoneybee I'll have to disagree with you on the amount of health, vision, and dental care prisoners get.I used to work in the medical department in one of the state prisons and seen first hand how good of care they get for free. I personally can't fill out a piece of paper and have my eyes checked and get free glasses; nor can I get all of my teeth either fixed or get dentures for free. The monthly preventive medications alone that they get would run the average person without insurance in the 100's to 1000's of dollars EVERY month. I seen all the cancer treatments they get trust me they DO get the best. I don't know where your informantion came from. "

" Honey - don't forget they use an alcohol wipe to sterilize the IV puncture site.

They even have a doctor there for the offender!

I say do away with the clean medical environment and just throw them in a pit of hungry bears or lions would be better. "

boscoe wrote on Sep 30, 2009 6:14 PM:

" I'm an idiot too. I was happy to see how quickly Saddam Hussein's execution was carried out after his trial. They just took him out the back door and down the street to the gallows and got rid of the vermin.

I wish our criminal justice system was that efficient. "

misshoneybee wrote on Sep 30, 2009 5:26 PM:

" If Hosier is sentenced to death if he is found guilty, he'll sit in the pen using all of his appeals first and that takes several years. Don't worry jrfan, healthcare in DOC as FAR from excellent--a person on the street would be better off without coverage than with that junk. And the dental and vision is less than stellar. However, the day the lethal injection dose enters his system, we can all heave a collective sigh of relief. "

mccrabb wrote on Sep 30, 2009 4:40 PM:

" guess I'm a idiot also I love the death penalty, I love to see gallows at the state house and to be used immediately after the trial but you know due process. "

jrfan wrote on Sep 30, 2009 4:28 PM:

" true murder does not solve murder but why should we as taxpayers pay so that murders get free food, lodging, excellent health care, dental and vision. There are MANY citizens that did not break the law and can not afford these things. "

sasha wrote on Sep 30, 2009 4:24 PM:

" I'm all for the death penalty. Heck..I'll hit the switch! I had a family member murdered, execution style, in a robbery. Yes, I'm a Christian who attends church weekly, prays daily and believes in the Lord as my Savior. However, I also believe an eye for an eye.

Until you have experienced what I have experienced, you have no right calling those that believe in the death penalty "idiots"!

By the way, the murderer I'm talking about received a life sentence; however, he was released after 14 years for "good behavior". What a joke!!! "

LittleMan wrote on Sep 30, 2009 3:43 PM:

" Sam_311 - I'm assuming since you said idiots (plural) that you were calling me one too. What part of my post suggested that I was for the death penalty? Do you normally jump to conclusions like this all the time? "

joytotheworld wrote on Sep 30, 2009 2:37 PM:

LittleMan wrote on Sep 30, 2009 2:05 PM:

" Well, I learned something today. I moved here from Iowa a little over 3 years ago. I was unaware that Missouri allows the death penalty. Something new every day. I actually feel pretty stupid for not knowing that. "
