May 10 hearing for Clemons case set in St. Louis

ST. LOUIS (AP) -- A special master has set a May 10 hearing to evaluate a Missouri man's claims that he was wrongfully convicted and sentenced to death for the slayings of two sisters nearly 20 years ago.

Jackson County Circuit Judge Michael Manners' schedule, which was released Friday, details a calendar of deadlines for submitting evidence, expert reports and other discovery in the case of Reginald Clemons.

Clemons was convicted and sentenced to death for the April 1991 murders of Julie Kerry, 20, and Robin Kerry, 19, in St. Louis. His execution was set for June 17, but a federal appeals court delayed it.

A petition filed June 12 with the Missouri Supreme Court argued that new evidence supports Clemons' claim that police brutalized him into giving a statement. They also say Clemons' death sentence was out of proportion because a more culpable co-defendant received a lighter sentence.

The Missouri Supreme Court on June 30 employed a seldom-used mechanism to appoint Manners as special master to explore the merits of Clemons' capital murder case.

Manners, a judge in Independence in western Missouri, will take evidence, hear testimony and evaluate Clemons' claims that he was wrongly convicted and sentenced to death. The hearing will be held in St. Louis, nearly a year after he was set to be executed.


Then-prosecutor Nels Moss has said he has no doubts about Clemons' guilt.

Attorney General Chris Koster has said he welcomed the special master appointment, noting the seriousness of the crimes and community concerns. His office did not immediately return a request for comment Friday.
