Transportation funding needs prompt lawmaker to question priority

But, during Rahn's annual presentation to the Legislature's Joint Committee on Transportation Oversight, state Sen. Joan Bray, D-University City, complained that MoDOT doesn't have the correct priorities.
“In the City of St. Louis, there are a good number of people who have no car,” she noted. “Those people are not being served by MoDOT in any way. And I think there's an obligation (to serve them).”
Rahn responded: “Today, over 98 percent of all the trips taken in the state of Missouri are by automobile. ... We are investing our funds (on) the needs of 98 percent of the people who are using transportation.”
He reminded Bray that “constitutionally, we really are handcuffed as to how we spend the resources that we have. We are, by Constitution, focused on highways and bridges.”
