Waters served as chair of the Cole County Law Enforcement Advisory Committee that gave recommendations to the county commission for a new jail.
Waters, a Democrat, has been involved in state government for over 18 years as a state legislator and executive. He served as a division director and as director of administration for the Department of Economic Development.
Waters has a bachelor's degree from Truman State University in criminal justice and attended Harvard's Kennedy School of Government for Senior Executive Management.
“My decision to seek this office is not to come in and change the world, but to continue to work for a fiscally responsible county government,” he said.
