School board to set tax rate, budget

Jefferson City Public Schools' new budget will be up about $2 million, while the tax rate to support it will be down 2.56 cents.

The seven-member school board on Monday will be asked to okay the official, $69 million budget for the business year that began July 1.

Board members on Monday night also will set the property tax rate -- proposed at $3.6856 for each $100 of assessed value -- that will generate most of the district's local revenues for the new budget.

Monday's 6 p.m. meeting will begin with a tax rate hearing, Superintendent Bert Kimble recently told reporters, including an explanation of the tax rollbacks required by both property reassessment and the statewide one-cent education sales tax.

Kimble said the hearing also gives taxpayers a chance to comment on the proposed tax rate.

He said the district's total property assessments in Cole and Callaway counties this year cleared the $1 billion level for the first time. Last year's total assessment was $955 million.


Kimble said $26 million of the increase was caused by new construction or improvements to existing buildings, mostly in Cole County.

That's less growth than in past years but still enough to keep the district's revenue mostly steady, he said, even with the required tax rollback caused by the latest reassessment.

Kimble said the district's budget will increase by just under 3 percent, while the national inflation rate this year was 3.5 percent.

The new budget proposes no changes or increases in programs.

But it does include a roughly 4 percent pay raise, to a $30,000 beginning salary and $1,800 increases to current teachers.

Monday's meeting agenda includes time set aside for comments from representatives of the three groups that represent district teachers.

Board members also will hear the annual report on operations of the Parents As Teachers and pre-school programs.
