Man sentenced for producing child porn

KANSAS CITY, Mo. (AP) -- A former small town mayor, teacher, foster parent and Boy Scout leader was sentenced Friday to 14 years in federal prison without parole for producing child pornography.

Authorities began investigating Richard P. Warner, 53, after he asked someone to repair his computer and that person found child porn on the machine, including a child the repairman recognized, said Don Ledford, a spokesman for U.S. Attorney Todd Graves, who announced the sentence.

Graves described Warner as a "sexual predator" who was involved in various volunteer activities that gave him access to children. Warner had served as city councilman and mayor for the small town of New Hampton in northwest Missouri, as well as working as a teacher in a number of school districts.

Warner admitted in September to using a minor child to make sexually explicit material between Sept. 16, 2002 and Oct. 4, 2002. He also admitted sending and receiving child porn over the Internet and agreed to hand over a hard drive from his home computer.

"Warner served as a foster parent, volunteered to drive the bus and lead youth activities in his church, and was involved in Boy Scouts -- activities that put him into close contact with children," Graves said in a news release.

Warner is already in state prison serving 20 years for statutory sodomy and child molestation. The same investigation led to both the state and federal sentences, which were to be served concurrently.


When Warner becomes eligible for parole in the state prison, Ledford said he will be sent to federal prison to serve whatever is left of the 14-year federal sentence.
